I think I solved the problem.
Gregg Booth gave my arrangement a listen and pronounced it as playing well for him so I uninstalled my Tabledit program altogether and reinstalled it from scratch. ... |

The tuning is accurate and the window clearly states "Dobro" I made sure the key signature was correct.
Now I'm beginning to think it's just the crummy tone of the actual midi generator. ... |
