It's about marketing, advertising and sex appeal. The uke is much easier to market in a sexy appealing way. The steel not so much.

From a public relations and advertising standpoint the ukulele is a much better choice for state instrument than the steel guitar.

I only use C6 tuning CEGACE. I find it to be the most versatile choice. Blues, Hawaiian, Swing, Early Country all fall naturally on this tuning.
