I fly with the SKB 3614 all the time and haven't had a problem. They always check the weight but haven't ever measured the case.

Not the most elegant solution, but I usually set my guitar case up sideways and put my pedals on it. I'm typically only using a pedal or two max, so it gets them off the floor and closer to my hands.
