That depends on the brand of steel you have and how knowledgeable you are of its mechanics.

My advise.. If you have never "tinkered under the hood" of your steel find someone more skilled who can m ...

I moved my 4th pedal into the first position. Keep in mind it will change the positioning (and feel) of your knee levers.They also may need to be
re-adjusted.
